The present report investigates the behaviour of the ten Central and Eastern European Member States which joined the EU in 2004 and 2007 in the decision-making mechanisms of the European Union. It attempts to identify the abilities of these countries to influence EU decisions and to look at the impact they make on the processes of European integration. The main question is whether these states are simple decision-takers or has their role been more complex in the past couple of years.

Over this coming century we will either succeed in strengthening economic innovation by combining it with social justice and environmental sustainability; or economic and social inequality will rise, causing more crises and shocks. The article illustrates the crisis of the growth model and the need for a green revolution. Ecological modernisation is necessary for a sustainable economy and we must remember that our planet is finite. Sustainability is approached as an encompassing concept for reform, not only including the reorganisation of financial policies but also the reform of science and research. In the framework of the FEPS project entitled Solidarity the reason to fight climate, this study illustrates in a clear manner the many different proposals currently under discussion of the different financial mechanisms for funding climate change, such as, amongst others, funds for green investments, cap and trade mechanisms and carbon taxes. Examples of how they are being used are demonstrated and consideration is given for the future of the initiatives discussed.
