Collective bargaining is above all a matter of a dialogue between social partners in the member states. The EU treaty explicitly excludes wages from European competence. But as a result of the pressures exerted by the Troika and conservative governments, the European austerity policy has had a direct effect on minimum wage policy in several countries and consequently also on the general development of national wage structures.
