Vice-President of FEPS
He was Minister of Labour and Social Affairs during Zapatero´s first term in office (2004-08). He was also the national coordinator of the Electoral Manifestos that led to the victories of the Spanish Socialist Party (PSOE) in 2004 and 2008.
He is also a member of the Executive Board of the Socialist Party since 2000, and Member of the Spanish National Parliament since 1982. He has been speaker in numerous parliamentary Committees, and is now the President of the Parliamentary Committee on Social Policies for the Dependent People. He holds degrees in Political Science, Law and Sociology.
